Budget/Finance Officer

The City of Belvidere, IL is seeking an experienced, team-oriented, finance executive to serve as its next Budget/Finance Officer.

The Budget/Finance Officer is the Chief Financial Officer of the City and is responsible for managing the finances, including budget, tax levy, audit preparation, cash and debt management, investments, TIF management, and purchasing. This position also oversees payroll administration and the general ledger for the City. Grant writing and grant management are also important functions of this position.

The Budget/Finance Officer is appointed by the Mayor with consent of the City Council and is an integral part of the executive team. The City of Belvidere is a Home-Rule community that operates under the Mayor/Council form of government with 10 elected aldermen. Located in Boone County, Illinois, the City of Belvidere enjoys significant commercial and industrial investments including Stilantis (formerly Chrysler) assembly plant, General Mills food processing plant, Dean Foods food processing plant, and several other manufacturing operations. The community is served by excellent schools and offers a variety of outdoor activities through an extensive park system.

Qualifications: A Bachelor’s Degree in Accounting, Finance, Public Administration, or related field with at least seven years of increasingly responsible public sector finance experience is required. Any combination of education and experience that provides the equivalent knowledge, skills, and abilities will be considered. The next Budget/Finance Officer must have strong communication skills, have high integrity, and a demonstrated enthusiasm for working closely with elected and appointed officials.  

The starting salary range is $75,000- $85,000 DOQ. The City of Belvidere offers a comprehensive benefit plan which includes health, dental, life insurance, and the Illinois Municipal Retirement Fund, optional 457 plan, and paid vacation, sick, and holiday time.
