      The Belvidere/Boone County Planning Department handles all the planning, zoning, annexation, platting, and special use permit issues for the City of Belvidere, and Boone County.  Persons with questions or interest in any of these issues are encouraged to contact the office for assistance.  Our staff will be happy to help you with all your planning, and zoning needs.

The Comprehensive Plan

      The City of Belvidere, Boone County and every township and village within the county have all approved and adopted the Boone County Comprehensive Plan, effective November 10, 1999.  This plan is a blueprint for the short-range and long-range growth and development of Boone County, the City of Belvidere, the Villages of Caledonia, Capron, Poplar Grove and Timberlane, and the Hamlet of Garden Prairie.  It is designed to be used by County, City and Village officials as a policy guide to direct community development decisions, to assist with community facility budgeting, and as a tool to focus and stimulate private housing, business, and industrial investment in the community.

      Two years in the making, this plan is the result of a county-wide effort of many, many people: government agencies and officials, public and private organizations, and caring individuals who asked the questions, listened to the answers, and formulated a vision for the future of Boone County.  This vision includes:
  • preservation of agricultural land
  • resolution of current and potential border disputes
  • cost effective expansion of utilities to developing areas
  • increased commercial and industrial tax base
  • continuing intergovernmental cooperation
  • improved building codes
  • downtown revitalization
  • creation and preservation of greenspaces
  • tourism development


      This aggressive comprehensive approach to public participation, planning and implementation is the best hope for preserving and enhancing Boone County's balance between the quality of life and the cost of living - not just over the next twenty years - but for the very long term.  Boone County is a very special place, and that fact is not lost on either its residents or its decision makers. This is a strong Plan for the strongly desired future of a strong Boone County.

      Copies of the Comprehensive Plan are available for purchase at the Planning Department, and are also on file in the Ida Public Library.
